On Thursday, October 1, 2026, the Office of the Parliamentary Budget Officer published a 26-page financial assessment that dismantled the federal government’s budget projections for the largest infrastructure project in Canadian history. Tabled by Parliamentary Budget Officer Annette Ryan and lead analyst Philip Bagnoli in response to an inquiry from the Standing Senate Committee on National Finance, the report, titled Canada’s Eastern Corridor High-Speed Rail: A Cost Analysis using Global Data, calculates that building a dedicated high-speed line between Toronto and Quebec City will cost between $75 billion and $113 billion. The watchdog’s baseline estimate adds up to $23 billion in capital construction costs to the $60-billion to $90-billion figure previously presented to Parliament by Transport Canada and Crown developer Alto.
The financial revision arrives as the federal government attempts to transition the corridor from a decades-old policy concept into an active procurement file. Operating under Crown developer Alto, formerly known as Cadence and High Frequency Rail, the proposed network spans roughly 850 kilometres of dedicated electrified tracks connecting Toronto, Peterborough, Ottawa, Montreal, Laval, and Quebec City. Yet the PBO’s empirical modeling reveals that even its higher $113-billion ceiling relies on an extraordinarily generous operational assumption: that Canadian builders, provincial regulators, and municipal authorities can execute complex heavy infrastructure at historical European cost efficiency, rather than sliding into the multi-fold budget runaways that have paralyzed comparable passenger rail projects in the United States and the United Kingdom.
The Eight-Hundred-Kilometre Baseline
Previous attempts to price passenger rail across the Windsor to Quebec City corridor have generated wildly divergent estimates over three decades. In 1995, a joint federal-provincial study projected a full Windsor to Quebec line at $21 billion in 2024 dollars. A 2011 EcoTrain study priced the route at $37 billion by assuming high-speed trainsets could share existing freight and commuter tracks. By contrast, an academic assessment by McGill University researchers in 2025 placed dedicated high-speed rail at $80 billion, while transport planner Michael Schabas submitted a $61-billion business case to the Senate Standing Committee on Transport and Communications in 2026.
To resolve these contradictions, the PBO standardized the project on a unit-cost basis. While political announcements frequently describe the corridor as a 1,000-kilometre route, the driving distance between downtown Toronto and Quebec City via Ottawa and Montreal is under 850 kilometres. Because modern high-speed trains travelling at 300 kilometres per hour cannot negotiate tight horizontal or vertical curves, their track alignments must follow straighter, more direct paths than winding highway networks. The PBO established 850 kilometres as the upper-bound benchmark for new track construction.
On that standardized footprint, the federal government’s stated capital budget of $60 billion to $90 billion translates into an estimated cost of $71 million to $106 million per kilometre in 2024 dollars. The PBO’s independent cost model establishes that the actual baseline construction bill will run from $88 million to $133 million per kilometre. Across 850 kilometres of heavy civil works, that difference creates a minimum $15-billion fiscal divergence at the low end of the range, expanding to a $23-billion gap at the top.
The financial pressure compounds when physical terrain enters the formula. The preliminary corridor map published by Alto reveals that the line must traverse the southern edge of the Canadian Shield between Peterborough and Ottawa. Cutting a high-speed right-of-way through pre-Cambrian granite requires extensive rock blasting, deep cutting, elevated viaducts, and continuous grade separation to preserve the strict curvature tolerances required for high-speed operation.
Entering Montreal presents an even steeper engineering hurdle. Dense urban industrial and residential development between Laval and downtown Montreal leaves no open rail rights-of-way capable of handling dedicated high-speed traffic. Public engineering comments confirm that Alto is assessing a multi-kilometre bored tunnel to bring trains beneath the metropolitan core. Urban tunneling historically ranks among the most expensive civil engineering works in global transit, concentrating enormous capital expenditures into single multi-billion-dollar contract packages.
The European Benchmark Gamble
To test whether Ottawa’s budget assumptions were realistic, the PBO analyzed an empirical database compiled by the Transit Costs Project at New York University’s Marron Institute of Urban Management. The international dataset covers physical and expenditure records for 94 completed or near-completed high-speed rail lines worldwide, including 57 systems with detailed breakdowns of tunneling, bridging, elevated track structures, and start dates.
Across that global sample, construction costs varied dramatically, driven less by train technology than by domestic regulatory regimes and land rights. Projects completed in continental Europe, particularly in France, Spain, and Italy, averaged between $70 million and $110 million per kilometre. Alto’s internal estimate falls directly within that European cluster.
The PBO cautions Parliament that assuming Canada can build at European cost levels represents a major project risk. In continental Europe, state railway agencies possess centralized statutory expropriation powers, long-standing domestic supply chains, and established technical standards that minimize project litigation.
The historical track record in common-law jurisdictions with decentralized property rights tells a fundamentally different story. In the United Kingdom, the High Speed 2 (HS2) rail line saw construction costs escalate 4.5-fold above initial feasibility benchmarks, driven by protracted legal disputes over rural land acquisition, extensive environmental mitigation demands from local councils, and endless design modifications. In the United States, California’s high-speed rail corridor between Los Angeles and San Francisco suffered nearly identical cost runaway, with per-kilometre construction bills exceeding $300 million due to environmental lawsuits, utility relocation delays, and fractured management structures.
The PBO notes that the federal government adopted new legislation, including the Building Canada Act, specifically designed to shield priority infrastructure corridors from protracted regulatory reviews and court challenges. However, the budget watchdog issues an explicit warning to lawmakers: the legal durability of these statutory provisions before Canadian appellate courts remains untested. If property owners, environmental organizations, or municipal authorities successfully mount legal challenges to rights-of-way acquisitions or environmental exemptions, Canada’s high-speed rail line could quickly decouple from European benchmarks and follow the inflationary trajectory of HS2.
The Uncosted Kingston Detour
The PBO’s $75-billion to $113-billion estimate covers only Alto’s baseline route. It does not account for a significant political intervention made by cabinet earlier in the summer.
On June 22, 2026, the federal government directed Alto to develop a plan assessing a southern route option between Peterborough and Ottawa that includes a potential stop in Kingston. The directive altered the project’s geographic logic. Bypassing the direct northern trajectory to curve south toward Lake Ontario adds significant track mileage, introduces additional property acquisition complexities along populated lakeshore communities, and requires sharper alignment curves that could compromise train operating speeds.
Transport Canada has not released a revised capital cost estimate for the Kingston route. The PBO chose to exclude the amendment from its primary cost model, warning that attempting to cost the detour without preliminary engineering data would introduce unacceptable volatility. However, the watchdog emphasized that adding Kingston will unequivocally increase total construction outlays beyond the baseline $113-billion ceiling, creating an open-ended financial commitment before ground has even been broken.
Economic Multipliers and the Operating Reality
In assessing the project’s broader fiscal footprint, the PBO acknowledges the government’s economic case. Advocates of high-speed rail emphasize substantial travel time reductions between major economic centres, business productivity gains, highway decongestion, and significant carbon emission reductions as travellers shift away from regional air corridors and passenger vehicles.
The budget officer modeled the short-term economic stimulus generated during construction. Focusing on the initial segment between Ottawa and Montreal, the PBO projects that capital expenditures will increase Canada’s real gross domestic product by approximately $1.8 billion annually in 2029, rising to $2.0 billion by 2033. The initial build phase is estimated to support between 4,300 and 9,000 direct and indirect jobs across the construction sector and manufacturing supply chain.
Yet the report sounds a sobering note regarding the long-term operational balance sheet. While political marketing often suggests modern high-speed trains pay for themselves, the PBO notes that global operational data demonstrates the opposite: outside of a handful of densely populated, high-volume corridors in Japan and France, the vast majority of high-speed rail systems worldwide fail to achieve operational profitability. They require ongoing state subsidies to maintain track geometry, power systems, and rolling stock.
The PBO is currently compiling regional intercity travel volumes across aviation, bus, and automobile traffic to model whether passenger fare revenue in the Quebec City to Toronto corridor can cover Alto’s operating and maintenance expenses. But on the capital ledger, the primary conclusion is already clear: the federal government’s $60-billion to $90-billion estimate understates the physical reality of building through Canadian geography. Building the Eastern Corridor will require Parliament to provision at least $75 billion to $113 billion, with every kilometre of Canadian Shield granite and urban tunnel threatening to push the final invoice higher.
Tracking the real cost of national infrastructure requires measuring political announcements against the physical realities of the ground. We read the technical cost models, unrolled route surveys, and parliamentary audits so Canadians understand the true price of the tracks being laid.

Thanks Mike. I really enjoy reading your articles. It sounds as though the PBO has the right of it and that this little excursion into "I wanna HSR" needs the dose of reality the PBO has just provided. Hopefully that a PBO review of Doug Ford's tunnel beneath the 401 can meet a similar fate.

Is the alternative a lot of battery operated buses on the 401 and battery operated air buses?
